Partido alto is the name of a genre of samba music, and of a Brazilian rhythm, and also of— as we are doing here— a type of Brazilian fusion drum set groove. It seems to be derived from a cuica part, with a similar two-tone melody between the snare drum and bass drum.
It’s an interesting rhythm, comprised of several 8th notes in a row, crossing the barline, alternating with several es and as, also crossing barline— the dotted “imaginary” barline here. It may be better illustrated on this page, or on this page, in quarter notes and offbeat 8th notes.

You can see we’ve got the same set of grooves with 16ths on the cymbal, then quarters, then a Brazilian style rhythm derived from the drum part. Play these as written, and with the halves of the measure reversed, starting on beat 3.
